APNIC notes that the proposed changes are consistent with current
practice and will be reflected in the Policy Development Process
policy.

Questions/Comments:
------------------------------
- The language could be improved so that non-native English speakers
in the community can better understand it. However, if it is acceptable
to the authors and the community, the Secretariat can improve the
language during implementation without affecting the intent of the
proposed solutions.

- Sometimes OPMs at APNIC conferences are held over multiple days,
and a proposal that reaches consensus in the OPM must be put to the
consensus call again at the AGM or AMM. To be consistent and easy to
remember, it would be ideal to open the call for proposals at the end
of the conference's final day.

Implementation:
----------------------
If this proposal reaches consensus, implementation may be completed
within three months.

4. Proposal process

A policy proposal must go through the following chronological steps in
order to be adopted by APNIC. The time and date are set by the location
of OPM at the upcoming APNIC conference.

Step 1 Discussion before the OPM

A formal proposal must be submitted to the Policy SIG Chairs from
midnight the day following the OPM ends and five(5) weeks before the
next OPM.

The proposal must be in text which clearly expresses the proposal, with
explicit mention of any changes being proposed to existing policies and
the reasons for those changes.

The APNIC Secretariat will recommend a preferred proposal format as
mentioned in Section 5.4 of this document.

Accepted proposals will be sent to the Policy SIG mailing list, by the
Chairs, for discussion at least four(4) weeks before the start of the OPM.

If the five(5) weeks deadline is not met, proposals may still be
submitted and presented for discussion at the OPM; however, no decision
may be made by the OPM regarding the proposal. The proposal will need to
be resubmitted in time for the following OPM, if the author wishes to
pursue the proposal.

If a proposal did not reach consensus, it will have to be amended to
address the issues raised before re-submission, and sent to the Policy
SIG Chairs before the five(5) weeks deadline, otherwise it will be
dropped by the Chairs.
