[sig-policy] prop-081: Eligibility for assignments from the final /8
Dear SIG members,
The proposal, 'Eligibility for assignments from the final /8', has been sent to the Policy SIG for review. It will be presented at the Policy SIG at APNIC 29 in Kuala Lumpur, 1-5 March 2010.

1. Introduction ----------------
This policy proposal seeks to supplement the final /8 policy, by making it possible for account holders to receive assignments from the final /8 space.
In the spirit of the current final /8 policy [1], this proposal ensures each account holder is only eligible to receive one single allocation OR assignment from the final /8 space.
2. Summary of the current problem ----------------------------------
The current final /8 policy [1], only permits allocations to account holders to be made. This means that during the final /8 phase, it will be impossible to make IPv4 addresses assignments to end users under multihoming, Internet Exchange Point (IXP) and Critical infrastructure policies.
3. Situation in other RIRs ---------------------------
AfriNIC has a policy proposal under discussion that permits assignments as well as allocations to be made from AfriNIC's last /8 from IANA:
AFPUB-2009-v4-003: IPv4 Soft Landing Policy http://www.afrinic.net/docs/policies/AFPUB-2009-v4-003.htm
ARIN has adopted a policy that permits both assignments and allocations to be made from a /10 block reserved from ARIN's final /8 from IANA:
2008-5: Dedicated IPv4 block to facilitate IPv6 Deployment https://www.arin.net/policy/proposals/2008_5.html
RIPE has similar policy proposal under discussion that permits assignments as well as allocations to be made from RIPE's last /8 from IANA:
2009-04: IPv4 Allocation and Assignments to Facilitate IPv6 Deployment http://www.ripe.net/ripe/policies/proposals/2009-04.html
LACNIC currently has no similar policy or proposal.
4. Details -----------
It is proposed that each APNIC account holder will be eligible to request and receive a single assignment from the remaining /8 worth of space, with the following conditions:
1. Each assignment will consist of the minimum IPv4 assignment size.
In the case of multihoming assignments, which under current policy have no minimum size, the minimum size is proposed to match that of IXP and Critical infrastructure assignments.
2. The account holder must meet the criteria for receiving an IPv4 portable assignment specified in one of the following policies specified in "Policies for IPv4 address space management in the Asia Pacific region"[2]:
- Small multihoming assignments - Internet Exchange Points - Critical infrastructure
3. All APNIC account holders are eligible to receive only one allocation OR assignment from the final /8 worth of address space. This applies to both current and future account holders.
5. Pros/Cons -------------
5.1 Advantages
- This proposal makes it consistent in dealing with IPv4 addresses allocation and assignment in the final /8 phase.
5.2 Disadvantages
- None.
6. Effect on APNIC Members ---------------------------
APNIC account holders may receive IPv4 addresses assignments from the final /8.
7. Effect on NIRs ------------------
Same as effect on APNIC Members.

- Summary of the current problem
The current final /8 policy [1], only permits allocations to account holders to be made. This means that during the final /8 phase, it will be impossible to make IPv4 addresses assignments to end users under multihoming, Internet Exchange Point (IXP) and Critical infrastructure policies.
From my recollection of the discussion around this policy we chose to
give everyone exactly the same size block (the minimum allocation size).
This was to make the process simple and fair - everybody got one more allocation (in today's terms, a /22) when we got to the last /8 - no ifs, no buts, no maybes.
I don't support this change which makes the administration of the policy more complex.

I agree with Andy here. I don't see a need to change the existing /8 proposal at this stage.

indeed. that was exactly the intent of the proposal. that someone Y years after run-out can still get a (presume by then) very small ipv4 allocation, one per customer, no strings attached.
this was specifically to eliminate barriers to entry. so it does not seem appropriate to now place barriers to entry.
