Hi Scott,
Would there be any penalties for failure to update contact information?
I was planning to do add some penalties, but I changed my mind and thought it would be better to talk about the proposal first and hoped that people will ask exactly this question. Thank you ;-)
I think the ARIN approach is pretty good. https://www.arin.net/policy/nrpm.html#three6
I would just do one thing different. Offer 2 lists: 1.) Unresponsive as- or inet(6)nums 2.) Known wrong contact information
That way everybody in the world can download these files and decide by him self what to do with this information. I bet there will be some people in the world greylisting IPs in their mail infrastructure, ...
That should be penalty enough and we do not have to face the problem, that APNIC should not punish members directly.

Do you think it makes sense to differentiate?
I was wondering and moving up and down for that last few days with this question and I'm not sure if it would make sense. The question is, if there is a difference between Unresponsive and Known Wrong Information.
In my opinion it would just make sense if we could differentiate the "badness" of both. But we are talking about penalties and therefor I think we should not differentiate.
Wrong Contacts are evil and Unresponsive Behavior is evil. So no difference. And a Wrong Contact which is not responsive stays evil.
What do you think?
If you are okay with that I would ask the Policy Office to add the ARIN idea to this proposal. It seems to me that this has been working not to bad at ARIN.
Any other ideas or suggestions for this proposal?
