Dear Community Members,
Under current IPv4 policy, each APNIC account holder can request a /22
from the Final /8 pool (103/8) and a /22 from the IPv4 Recovered Address
Pool.
There is currently a waiting list for delegations from the recovered
address pool.
If an APNIC Member closes their membership and returns a 103/8 block of
addresses to APNIC, this space is placed in the recovered pool not in
the Final /8 pool.
The Secretariat would like to confirm where the policy community would
like these addresses returned to, either the Final /8 Pool, or the IPv4
Recovered Address Pool.
Advantages of returning recovered 103/8 addresses to the Final /8 pool
- The Final /8 pool will last longer.
- Policies such as prop-116 are easier and fairer to implement.
Disadvantage of returning recovered 103/8 addresses to the Final /8 pool
- Not everybody receiving delegations from 103/8 will get a “clean”,
unused block.
- Members on the waiting list for addresses from the recovered pool
will wait longer.

Its better to wait for the updated version of prop-116 which hopefully will address most of the issues raised here and were raised during APNIC42. Tomohiro San agreed to come up with a solution so its just a matter of few more weeks :)
