Dear NIR SIG Colleagues,
This is a follow up of discussions at NIR SIG in APNIC35, which presented an idea about changing the format of NIR SIG as a non-SIG format.

The basic idea is that instead of organizing NIR "SIG" at APNIC conferences, starting from APNIC 36, hold a regular session which allows NIRs to exchange information about its activities, similar to Global Reports session for RIR activities.
There was no opposition expressed at NIR SIG in APNIC35 but there was a member who expressed concerns over the idea at APNIC Members Meeting.
I have also heard a comment during the meeting that having a of list advantages and disadvantages would help form an opinion, which I have listed below.
I hope they are helpful, and welcome any futher comments and feedbacks about this idea.

-------------------------------------------------------------------------- Background: * NIR SIG remains to be organized in a SIG format from the time when there were various SIGs at APNIC conferences, such as IPv6 technical, routing, database, DNS, etc * All the technical SIGs have been incorporated into APOPS * Today, Policy SIG and NIR SIG are the only SIGs in APNIC conferences * NIR SIG has not had proposals for over five years, and its contents today is similar to Global Reports which give updates on services and activities of RIRs, and NIR SIG is its NIR economies based version * Relative to its contents, there are more formalities in NIR SIG than Global Reports session, such as CPF, NIRs required to submit requests for presentations and Chair/Co-Chair election every two years
Suggestion: Instead of NIR SIG, organize NIR Report sessions at every APNIC conferences, starting from APNIC36.
What will change: * All NIRs will be given a timeslot to present, without a need to submit a request for presentation * Each NIR can take turns to chair the session * No elections for SIG Chair/Co-Chair
What will remain unchanged: * Continue to have a regular dedicated session for NIRs to exchange information about its activities and services as we do today * We will still keep NIR SIG as a sleeping SIG, so that if a situation arises where NIR forum members wish to discuss issues to form consensus, NIR SIG can be activated
Advantages: * Not organizing in a SIG format will allow smoother preparation of the session without formalities of CFP, applying for presentation * More equal opportunity for all NIRs for presenting at the session and experience in chairing * Matches with the realities of the session over the past five years, which has not had proposals, while still allowing a scheme to form consensus by activating NIR SIG when a specific, real need arises
Disadvantages: * Some people may not be comfortable with the idea for NIR forum not being able to handle proposals - However, this can be accomodated by activating the SIG if a specific need arises in the future
