Hello INNOG,
I'm sending you some quick findings about the speed throttling on my BSNL and Microscan fiber connections.
I have 300 and 200 mbps plans from them respectively, but if I try to download a file, say from a linux mirror, using a single connection "thread" like with using wget command, the speed I get is very low... 80 mbps or less, usually even 20-30 mbps for BOTH ISPs and both have Tata as upstream I believe.
They might just be throttling to their transit (or even to anywhere!) instead of the Tata upstream doing it.
I just now tried downloading a file from ubuntu india mirror (piconet webwerks) hosted in DE-CIX and also ESTO internet and both are exhibiting the slow downloads! Few days ago it was fast for local/indian mirrors and slow just for international locations.
The file I am downloading is the same hosted on their 2 networks:

and
http://ubuntu-archive.mirrors.estointernet.in/ubuntu/pool/main/f/firefox/fir...
Same low speed observed if I try the file off international mirrors like:

The reason why I am sending this email is to ask what may be the reason for low speed and whether it is intentional and can be improved?

This is likely caused by bad MTU on their end or bad Queuing algorithm or neither. I've seen single threads tend to be slower regardless of Queuing even if it's done directly on edge of a network with no bandwidth caps.

When you say "on their end" do you mean the ISP right? Or the upstream?
I'm hoping anyone from any of these ISPs or upstream or anyone in the know might comment?

Just a note that both my ISPs Microscan and BSNL are using Tata as upstream and I wonder if anyone has any insight into whether it is a technical issue or something else causing the throttling.
Update from my side is that I have noticed if I run a single connection speed test from speedtest.net website then the upload speed is much better than the download speed for international servers.

Regarding Tata (AS4755), the following observations were made by myself via my transit provider (AS132559)
1. Unexplained bandwidth throttling issue, where if an upload/download starts, it does result in expected bandwidth, after about 2 minutes bandwidth starts fluctuating randomly 2. Strange IPv6 routing decisions where for instance, any traffic destined towards Cloudflare, is served from France instead of the nearest Indian PoP 3. Constant 25% packet loss on IPv6 and about 2-5% packet loss on IPv4 4. Overall high latency towards popular CDNs and services compared to other transit providers
All above observations were not visible on AS9498 and my AS's traffic performance has stabilised after being advertised only via AS9498.
In my personal opinion, I would recommend ISPs to compare performance/latency/routing between their different upstream providers and select the one that does the job best depending on factors such as cost/bandwidth etc. I am biased towards preferring AS9498 due to the absence of issues mentioned above.
Hopefully, if someone from AS4755 is on this mailing list, they would make the efforts to resolve these issues.
