On the DNS redundancy question you might like to consider also having a secondary DNS server completely off of your network. Perhaps DrukREN can do that, or even one even at a University in another country.
This used to be quite common.
Regards, Mark.

Hi Manoj,
As discussed over the phone, we would like to seek your help with the following issues at the Royal University of Bhutan. Since we have limited understanding and expertise in these domain, we are hoping if you could assist us to set it up:
- Possibility of BGP Redundancy (IP announcement from one of the
college networks):
- Currently DrukREN is helping announce the RUB block. For redundancy we
would like to explore the possibility if a backup can be set up in one of the college networks
2. DNS Redundancy
- At present the DNS MX records for RUB email domain (Gmail (Google
Education Suite) is hosted at OVC, RUB. Whenever there is a network outage, the whole email system is cut off. We would like to host a secondary DNS records in one of the colleges with a good network/backup power setup
Looking forward to hearing from you
Thank you
Regards

I would hope that BtNOG as a community would see the benefit of acting as a secondary DNS server to their fellow members. Acting as a secondary is a relatively small cost.
Mark.
